UTC adopts annual report, elevates Vision Zero and transit enhancements

The Urban Transportation Commission voted on July 14 to adopt its annual report covering July 1, 2025 through June 30, 2026 after several amendments. Chair Susan Summers introduced the report and commissioners moved three substantive changes: elevating Vision Zero (traffic-fatality reduction) to the top of the goals list, adding language supporting expansion and enhancement of MetroRapid lines toward higher BRT standards, and adding a new bullet endorsing proactive advocacy for street design that is safe, inviting, inclusive and activated for all users of the public realm.

Commissioner Chen asked whether Austin currently has initiatives that qualify as Bus Rapid Transit (BRT) and the commission discussed the spectrum of MetroRapid to higher-standard BRT, with members describing Project Connect lines as potential avenues for upgrades and feeders to future light rail. "There is a spectrum; you can aim for gold-standard BRT with off-board fare payment and dedicated lanes," the chair said in discussion of how UTC should frame objectives.

Vice Chair Spencer Schumacher recommended the Vision Zero bullet be first; the commission approved that change unanimously by those present. Commissioners also debated language about street design that emphasizes inclusivity and activation; the final amendment adopted reads as proactive advocacy for street design that is safe, inviting, inclusive, and activated for all users.

The amended annual report will be edited and submitted to the city clerk and city council to meet statutory requirements, and staff will circulate the revised text to commissioners.
