Knoxville council approves housing tax abatements and backs workforce housing incentive

The City Council of Knoxville approved multiple housing-related resolutions during its July 6, 2026, meeting, including tax-abatement actions and a resolution supporting a Workforce Housing Tax Incentive Application to the Iowa Economic Development Authority.

Dan Losada, a council member, moved to approve the amended consent agenda; Chris Nichols seconded the motion and it carried with all ayes. The consent agenda included approval of meeting minutes and the following housing and development items: a tax abatement application for new construction of a single-family dwelling at 404 S Seventh St; a resolution approving tax abatement for general improvements on a commercial property; and a resolution approving and authorizing an urban revitalization tax abatement and minimum assessment agreement for the Dennis Albaugh Suites between the City of Knoxville and the National Sprint Car Hall of Fame and Museum.

Council also voted to approve a resolution in support of a Workforce Housing Tax Incentive Application to be submitted to the Iowa Economic Development Authority by Origin Homes 2026, LLC. The motion was made by Council Member Chris Nichols and seconded by Council Member John Gotta; the resolution passed on a roll-call vote.

Separately, the council approved a resolution authorizing a license to occupy agreement with the Knoxville Chamber of Commerce. That motion was made by Council Member John Gotta and seconded by Council Member Dawn Rankin and passed on a roll-call vote.

The actions taken are procedural approvals that authorize staff to carry out the next steps named in the resolutions (application submission to IEDA; execution of agreements). The meeting record does not show additional substantive debate on the abatements or the IEDA application beyond the motions and roll-call votes.
