Council endorses police hiring incentives as members press for retention measures

The Jonesboro City Council voted July 7 to endorse terms and conditions that allow the use of excess police personnel funds to provide hiring incentives intended to fill 24 vacant uniformed positions in the Jonesboro Police Department.

Staff read the resolution, which notes the 2026 budget funds 175 uniformed positions, payroll records showed 151 filled positions as of June 1, 2026, and the 14% staffing shortage produced a surplus in the police personnel budget to be redirected for multiyear recruitment and retention incentives. The resolution references exhibits that contain incentive amounts and commitment requirements.

During discussion, councilmembers and staff emphasized two separate goals: getting new officers through recruitment to restore patrol staffing and addressing retention and compensation for officers already carrying overtime. One councilmember asked what would be done "for our officers who are already here, who are carrying the load," noting concerns about burnout and overtime.

The police chief and staff said the incentive announcement has driven up applicant flow—particularly certified applicants—and that if current projections hold, the department could be fully staffed by late fall. The chief and staff said details such as one-time stipend amounts, eligibility tiers and whether incentives apply to all ranks will require further development and likely return to council as a separate resolution once formulas and budget impacts are defined.

Council voted to carry the resolution; the chair called for ballots and stated the motion carried.
