Rules Committee approves three nominations to Port and Sanitation & Streets commissions, continues one

The San Francisco Board of Supervisors Rules Committee on July 26 approved the mayor’s reappointment of Azelina Usoppi to the Sanitation and Streets Commission and forwarded two Port Commission nominations to the full Board with positive recommendations while continuing one Port nomination.

For the Sanitation and Streets Commission, Chair Supervisor Shamann Walton moved to replace a clerk entry that would have rejected the nomination with a motion to approve and to forward the nomination to the full Board. Azelina Usoppi, the nominee, described 25 years living in San Francisco, running a Tenderloin business and coming from a multi‑generation street‑food vendor family. "Serving on this commission has given me an even deeper appreciation for the people who do this work every day," she said. The committee voted to forward her nomination with a positive recommendation.

Items 3–5 on the agenda covered Port Commission appointments. Rich Lee addressed the committee about his small‑business background, his work in Mission Bay and the waterfront and the need to ensure port funding and attention are distributed beyond northern piers to the Southern Waterfront. "There's a lot of untapped potential, especially on the Southern Waterfront," Lee said. Incumbent William ("Willie") Adams outlined his tenure since 2012, discussed port history and emphasized seawall and infrastructure priorities, citing the age and need for seawall upgrades.

A public speaker who identified themselves as the general manager of a company that works for Rich Lee spoke in support of his appointment, praising his integrity and fairness. President Rafael Mandelmann moved to recommend Rich Lee and William Adams to the full Board with positive committee reports and to continue the other Port nomination; the motion passed without objection.

The committee’s actions will be transmitted to the full Board of Supervisors for final confirmation.
