Supervisors approve $1.00M in claims, final plat for Combs Subdivision and routine permits

Des Moines County supervisors on July 7 approved several routine agenda items including two payroll reimbursement claims, a claims register totaling $1,002,046.35, the final plat for Combs Subdivision (with a waiver for an undersized lot), a resolution designating the county's official posting place for legal notices, a fireworks permit and an amended appointment letter for the correctional center.

Claims and payroll: The board considered a previously tabled payroll reimbursement claim of $1,990.44 (motion to deny) and a second claim of $1,420.95 (motion to approve). The board then approved claims payable presented as $963,927.65 in checks and $622,532.70 in wire transfers for a grand total of $1,002,046.35. A board member explained the register includes a $600,000 ICAP payment that appears to double‑count due to a short repayment timing issue but is a timing/repayment entry, not a permanent extra charge.

Combs Subdivision final plat: Jared Lassiter presented the Combs Subdivision final plat, describing it as a minor subdivision in the northeast part of the county along Hawkeye Creek that splits a 0.25‑acre parcel to be conveyed to an adjoining owner. He said the resolution includes a condition waiving the county's minimum lot size requirement of 40,000 square feet (0.92 acres) for that specific, unbuildable lot. The board moved, seconded and approved the resolution.

Official posting place: Reading an adopted resolution, the board designated "the bulletin board located in the courthouse entryway at 513 North Main Street, Jermanton, Iowa" and the county website as official posting places for Des Moines County legal notices, citing Iowa Code section 21.4.

Other routine actions: The board also approved a fireworks permit for 34 Raceway for July 9, 2026, approved an amended appointment letter for the correctional center to correct minor rate errors, and approved minutes of the June 30, 2026 meeting. Several items had brief staff presentations and straightforward roll‑call votes.
