The Edgewater City Council voted to move forward with annexation and companion comprehensive-plan and rezoning steps for about 2.95 acres located west of Starboard Avenue and east of the San Remo subdivision along U.S. 1.
City staff explained the parcels are within the city's interlocal service boundary agreement and meet criteria under Florida Statutes Section 171 for annexation; staff recommended approval because the proposed commercial use on U.S. 1 is compatible with adjacent highway-commercial designations. The applicant’s concept calls for a self-storage facility where individual owners would purchase condo-style storage spaces, primarily for boats and RVs.
Residents from Edgewater Landing and San Remo raised questions about drainage, tree removal and access; staff (Ryan) outlined options for applicant compliance, noting the developer must build stormwater to a closed-basin 100-year standard or secure conveyance to the San Remo canal system and must provide a 25-foot rear landscape buffer with specific tree and shrub requirements. Ryan also noted the applicant will need to return for a conditional-use permit and planning-and-zoning review for outdoor storage, and that vacation of a platted right-of-way could be requested later.
Council approved first readings/annexation motions and directed staff and the applicant to continue the technical reviews required for site plan, stormwater and conditional-use permitting. The council emphasized that utilities, traffic and tree-preservation measures will constrain the project's intensity and that any change in the applicant’s plan would trigger new review.
