Commissioners add resale restriction to Habitat support letter; pull truck purchase for spec revisions

Caroline County commissioners amended and approved a letter of support for Habitat for Humanity’s safety home repair program on July 7, adding language intended to limit immediate resale or turnover of homes that receive program funds.

A commissioner raised concerns that homes repaired with program money could be flipped for profit. In discussion the board and staff referenced prior local use of the program and a 15‑year restriction that had been used historically. A staff legal adviser explained how a deed restriction or covenant could operate as an encumbrance and make a resale subject to review. "The way you'd know is if you require a deed restriction, a covenant ... whoever's doing the title search is gonna come across that lien," the adviser said.

The commissioner moved to add language requiring restrictions on turnover of properties that receive funding; the motion was seconded and approved by voice vote.

Separately, commissioners examined vehicle purchases on the consent agenda and pulled purchase order 2027‑017 for a 2027 Ford F‑350 because the current specification called for an aluminum service body and a tandem axle. One commissioner said the county should require a steel body and a lift‑axle or tri‑axle to increase payload and durability for public‑works tasks and avoid damage when hauling heavy materials. The chair moved to remove PO 2027‑017 from the consent agenda for later discussion; that motion passed.

County staff said they will provide updated specification sheets for the truck and confirm deed‑restriction language options for the Habitat letter so the board can finalize both items at a later meeting.
