Ways & Means Committee approves ADA notice, purchasing policy changes, two sheriff vehicles and routine budget actions

The Livingston County Ways & Means Committee on July 6 adopted several administrative resolutions, including a publicly posted Americans with Disabilities Act notice, revisions to the county purchasing policy, authorization to buy two sheriff’s vehicles, and routine budget adjustments.

Compliance Officer Christine Studioso presented a required Notice under Title II of the Americans with Disabilities Act, which the committee adopted after a brief review. The notice outlines Livingston County’s obligations for effective communication, reasonable modifications and the contact information for the county ADA coordinator. The committee approved the resolution on a motion by Mr. DiSalvo, seconded by Mr. Gott.

Ashley Scutt presented annual revisions to the Livingston County Purchasing Policy carried out under Section 104-b of the New York General Municipal Law. The committee approved the revised policy, which takes effect July 8, 2026; Mr. Gott moved the resolution and Mr. DiSalvo seconded.

The sheriff’s office requested authorization to purchase two 2026 Chevrolet Tahoe patrol vehicles from DeNooyer Chevrolet at a total cost not to exceed $112,151.28. Undersheriff Bean confirmed the vehicles were available and discussed a recent department accident; the purchase was described as covered as an insurance loss and was approved on a motion by Mr. Gott, seconded by Mr. DiSalvo. Chairman LeFeber said he would notify the Public Services chair that the additional vehicle purchase was being approved now rather than waiting for the next committee meeting.

County administration presented Abstract of Claims #7A totaling $4,050,333.78, which the committee approved (motion by Mr. Wadsworth; seconded by Mr. DiSalvo). The committee also approved requested 2026 budget amendments for Highway and Planning and authorized transfers for the Department of Health; motions and seconders were recorded for each and the measures carried.

All formal actions reported at the meeting were approved by voice vote with motions and seconds recorded in the minutes; the transcript records the motions and that each item "carried," but individual roll-call tallies were not included in the committee record.
