The commission approved a conditional use to locate a day habilitation and respite services program (Key Advantage Home Care) at 3309 Lorna Road, Suite 203, in a shopping-center suite, with operational and permitting conditions.
Planning staff reviewed the application and recommended approval contingent on five items: a cap of 15 customers on site, interior buildout conforming to building and fire codes, any future exterior site work triggering a modified conditional-use application and site civil plans, operation of the day habilitation program between 8:30 a.m. and 2:30 p.m. Monday through Friday with no overnight use, and acquisition of a business license and certificate of occupancy before opening.
Sean Williams, who said his office is in Sam’s Plaza and that his provider is a state-licensed facility serving adults with intellectual disabilities, described the program’s activities — outings, job-readiness assistance and life skills — and said current residents from his group homes would attend if family ties made Hoover convenient. Commissioners asked no substantive follow-ups beyond standard checks and approved the conditional use with staff comments by voice vote.
Next steps: the operator must complete required interior code work, apply for any exterior modifications if needed, and obtain the city business license and certificate of occupancy before operations begin.
