The Willoughby-Eastlake City board voted 5-0 to ratify a collective bargaining agreement with OPC Local 163 that covers assistant custodians and maintenance and grounds employees.
Dr. Ward thanked three of the district’s four unions for collaborative negotiations. A district staff member explained that OPC Local 163 represents assistant custodians and maintenance and grounds staff, that the agreement consolidated several job classifications into two broader roles to increase flexibility, and that overtime practices were aligned with the Fair Labor Standards Act (FLSA). The staff explanation said overtime will be calculated on hours actually worked (a 40-hour threshold) so that the 41st hour of work would be paid at time-and-a-half under the FLSA standard.
The board moved and seconded ratification of the agreement (item 4A) and approved it by a 5-0 roll-call vote. The transcript records that the district is continuing negotiations with one remaining union group with the goal of completing contracts before the school year starts, but no dates or financial terms for the OPC Local 163 agreement were specified in the meeting record.
