Commissioners approve $11,720 emergency gutter repairs at Kinsey facility

A county commissioner told colleagues the Kinsey facility is suffering water infiltration around gutter and roof penetrations and asked the board to authorize targeted repairs and short-term remediation for $11,720. The commissioner said prior full-repair bids ranged from $244,000 to $1.75 million and presented the smaller plan as an interim, lower-cost approach.

"$11,720 is going to fix a boatload of problems," the commissioner said, adding that the vendor, Dan Gibson of Global Building Solutions, would clean and reline the two worst spots and identify any additional work that would be billed separately. The commissioner said Gibson is a Howard County resident who has worked with county facilities for years and recommended annual inspections to extend the roof's life.

Another commissioner asked whether the work would extend the roof life; the first commissioner replied, "Absolutely," and said annual maintenance by a professional contractor would yield more life from the roof. The board then moved and seconded the recommendation and voted in favor of the $11,720 repair contract.

Meeting minutes indicate the motion passed on the record. A commissioner later noted that some related items would be scheduled for next month.

Next steps: staff will execute the small repair contract with Global Building Solutions and return with updates if further remediation is required.
