Licensing board recommends denial of operator's license for Kimberly Wulmer

The West Bend Licensing Board voted July 6 to recommend denying a new operator's license application for Kimberly Wulmer, following a Police Department recommendation that cited a multi-year history of arrests and court matters.

Police Chief told the board that the decision was not made lightly and summarized incidents the department considered relevant, including a 2023 arrest at a Walmart that led to convictions for two counts of misdemeanor retail theft, a 2024 arrest for first-offense operating while intoxicated in which a four-year-old was a passenger, a December 2024 crash in Milwaukee that resulted in charges of second-offense operating while intoxicated and a recent March 2026 overdose in West Bend where Wulmer was found in possession of fentanyl, cocaine and paraphernalia. The chief also said a probation agent had been unable to reach Wulmer and that she was delinquent on $716.95 in forfeitures to municipal court, and concluded the department had concerns about her ability to safely perform operator duties.

"We never take advice to deny lightly. We make sure we do our due diligence," the Police Chief said, adding the operator's license would place the holder in positions of responsibility for customers purchasing and consuming alcohol and for control of licensed premises.

Board members moved to recommend denial; after a second the motion carried on a voice vote.

The operator's license application was a new application rather than a renewal, and the denial recommendation now goes to the next procedural step in the licensing process. The board's recommendation is based on the Police Department's record summary and concern for public safety; any final licensing action will follow the city's procedures for licensing appeals and decisions.
