The Board of Public Works and the City of West Bend Council took multiple stormwater actions July 6, approving two storm water maintenance agreements tied to the city's MS4 permit and awarding a contract to replace a failed storm sewer section on Skyline Drive.
Engineering staff (Max) told the board that stormwater maintenance agreements are standard when the city issues stormwater management permits; the agreements ensure on-site stormwater facilities are installed and maintained in perpetuity and are required by the city's MS4 obligations. The board approved SWMPW26-03 for a multifamily development at the southwest corner of Paradise Drive and River Road contingent on final city-attorney language, and approved SWMPW26-05 for redevelopment work at Green Tree Elementary, which includes a new asphalt parking area, a detached garage, drive lanes, walkways and a bioretention basin.
On the Skyline Drive storm-sewer replacement (Contract 26-10) Max said the city rejected an earlier bid that was nearly $182,000, rebid after modest design changes that reduced deep excavation, and received two bids. Based on past performance for the city, BMCI Construction was named the apparent low bidder; the board recommended awarding the contract with a contingency for a total allocation not to exceed $116,000. Max explained one change in the redesign lowered a section of pipe so excavation would be shallower and reduced costs.
The council also received the city's 2025 MS4 annual report: staff said the city has had MS4 coverage since 2006, submitted its annual report in March 2025 and responded to an EPA information request in June; staff noted the DNR had delayed formal permit renewals in 2024 for statewide resource reasons. The required public hearing on the 2025 MS4 annual report was opened and then closed with no members of the public speaking.
Board and council members approved the agreements and contract by voice vote; the engineering department will finalize attorney review and proceed with contract execution and construction scheduling.
