A town project representative said the scope of the Nags Head Town beach nourishment project includes placing just under 2 and a half million cubic yards of sand to rebuild beach berms and dunes and provide both storm protection and longer-term shoreline resilience.
The presenter said the design provides a base level of protection for infrastructure behind the beach against a 25-year return-period storm and includes an advanced fill in the beach berm intended to counteract about six years of background erosion. "The scope of this project includes the placement of just under 2 and a half million cubic yards of sand," the presenter said.
The plan calls for sourcing sand from an offshore borrow area about 2 miles offshore, with two dredges operating — one focused on the south end of town and another on the north end. Sand is pumped from the dredge to shore through a network of pipes to discharge points, where bulldozers will grade the material to the design beach profile.
Public access will be maintained except within active construction areas, the presenter said. Where pipes cross the beach, sand ramps will provide pedestrian access; ramps will be placed at public access points or at intervals no greater than 500 feet.
The presenter described the town's monitoring program: annual beach-profile surveys are reviewed by town engineers and compared against a volumetric trigger. If surveys show the town is nearing that trigger, planning for the next nourishment begins. The presenter said planning a project from start to finish typically takes about two years.
Environmental commitments and agency review were explained as part of the permitting process. The project team will work with local groups such as NEST to avoid impacts to sea turtle nests and use relocation if necessary. Permit review and approval involve the U.S. Army Corps of Engineers, the North Carolina Division of Coastal Management and the North Carolina Division of Water Resources; resource agencies including the North Carolina Wildlife Resources Commission and U.S. Fish and Wildlife Service may comment. Work that extends into the Cape Hatteras National Seashore required and received a National Park Service special-use permit, the presenter said.
On timing, the presenter said permitting and review typically take about six to nine months, followed by additional months for bidding and contracting; the current construction phase was described as expected to take about two and a half months to complete.
For public updates the town is maintaining an online progress map at nagsheadnc.gov, and the presenter invited questions, directing members of the public to contact either the presenter or Robera Thuman for timely responses.
The town representative said the project seeks to balance beach recreation and long-term protection of shoreline infrastructure while meeting environmental permit conditions.
