USD 243 CDBG extension: The board authorized the chairman to sign a letter requesting a 60‑day extension for bid/contract execution on the Coffey County Early Childhood Development Center (Lebo USD 243) under CDBG project 25‑PF‑001. County staff and the superintendent had asked for time to revise alternates and rebid after competitive bids came in substantially over the project budget. The motion passed 5–0.
Airport project change order: Department staff and contractor Garrett explained a final change order (KILO change order No.10) that would reduce asphalt roadway thickness (a quantity deduction) and lower the airport project total by $274,000. The commission authorized the chairman to sign the change order and then approved final pay application No.7 for the airport project (amount recorded in the pay application). Garrett said the Department of Commerce has been cooperative and the change does not consume grant funds available for the project.
Why it matters: Both items affect county projects supported by Community Development Block Grant funding and require department coordination with the Kansas Department of Commerce. The USD 243 request allows the county and school district time to rework alternates to bring the project in line with available grant dollars.
Next steps: Staff will transmit the extension to the Kansas Department of Commerce and proceed with revised alternates for the daycare project; final pay application paperwork and community improvement fund sourcing were also approved and will be included in the county’s payment records.
