Greenwood board authorizes sewer lease, picks Morton for road salt and backs Main Street contractor recommendation

At its July 6 meeting the Greenwood Board of Public Works and Safety approved several routine infrastructure and procurement items, including authorization for a sewer‑line lease, selection of a salt supplier for 2027, and a recommended contract award for Main Street segments 1 and 2.

Mr. Weathers, the sanitation superintendent, asked the board to authorize either himself or the mayor to sign a lease agreement with the Indiana Local Railroad Company for a sewer main that runs beneath railroad tracks; the board approved the request.

Greg Booth, assistant street superintendent, said the city solicited bids for the 2027 road‑salt contract, received two responses but only one formal bid, and recommended Morton as the supplier with a bid of $120.78 per ton. The board approved Morton as the supplier and authorized legal to draw up the contract documents.

Staff also reported that bids for Main Street segments 1 and 2 were opened June 29; only one responsive bid was received from contractor Dave Omera, which was within 4.4% of the engineer's estimate. The board voted to award the contract to Dave Omera subject to final legal review.

Staff updated the board that Main Street segments 3 and 4 were removed from the agenda because Legacy Excavating withdrew after warranty negotiations; staff said they would seek new quotes and coordinate required railroad inspections, which may raise project costs.

These approvals advance routine maintenance and capital work pending final legal review on the Main Street contract.
