RDC approves right-of-way settlement for trail connection; town share $30,070 from TIF

The Redevelopment Commission on July 2 approved a settlement to acquire right-of-way from Chesterfield Management so the town can build a 10-foot pedestrian path that will connect sidewalks from State Road 67 into Hayden Way and Water Street.

Denise, who presented the item, said the property owner accepted an offer of $150,350. "This particular property owner has accepted and secured in that 150,350," she said. She explained that the broader added travel-lanes project is being funded 80% by INDOT and that the town’s share for this parcel would be 20%, or $30,070, to be paid from TIF funds.

Why it matters: the purchase secures a key link for pedestrians, including high school students, connecting to the library and public park system. Denise and the commission discussed a second parcel farther north that is under separate negotiation and could become parkland or a small trailhead with one or two parking spaces if the owner elected to sell the entire parcel.

Members asked whether the sidewalks would be built by the state or by the town; Denise said sidewalks and median work would be coordinated with INDOT’s work so the town’s sidewalk work would be concurrent or subsequent to the state contractor’s schedule. Timing questions surfaced about letting and construction phases; Denise referenced a schedule that anticipates letting in 2028 and construction in 2029 for the larger roadway project.

The commission moved and seconded approval of the settlement offer; the voice vote was recorded as in favor and the motion passed. The commission also approved the June 2026 minutes earlier in the meeting by voice vote.
