Across multiple regular sessions in 2021 the Sparta Board of Aldermen adopted several ordinances and formal actions affecting municipal governance, finance and utilities.
On April 20 the Board adopted Bill No. 21-002 (declaring the results of the April 6 election) and Bill No. 21-003 authorizing the city to impose a local sales tax. Both measures passed unanimously after first and second readings by title and description.
On May 11 the Board adopted Bill No. 21-004 (appointing a city clerk) and Bill No. 21-005 (an Empire District Electric Company franchise agreement). On Aug. 10 the Board adopted Bill No. 21-006, updating Chapter 600 of the municipal code concerning alcoholic beverages, and on the same date adopted Bill No. 21-007 to amend Ordinance No. 553 related to the local sales tax. On Dec. 14 the Board adopted Bill No. 21-010, establishing landlord liability for unpaid utility bills of tenants.
Each ordinance was read by title and description on first and second readings as recorded in the minutes; recorded roll-call votes were unanimous in each instance except where an absence or abstention is noted in the minutes. The minutes do not include the full text of the ordinances; adoption is recorded by bill number and description only.
The Board scheduled a Tax Levy Hearing for Aug. 26, 2021 at 5:30 p.m. as part of the fiscal schedule associated with tax and budget matters.
