Across several regular and emergency sessions in 2021 the Board of Aldermen approved multiple procurement awards, budget amendments and project authorizations that together shaped Sparta’s capital and maintenance agenda.
Notable actions recorded in the minutes include awarding the bid for city street improvements to APAC-Central for $336,000 (March 9), awarding excavating services to Luke Shelton Construction & Excavating, LLC (June 28), approving a transfer of half the funds from a mower sale to the Park Fund (Feb. 9) and authorizing sealed bids for a police-range metal building (Feb. 9 and later awarded Feb. 25). The Board also approved a culvert change order associated with Street Repaving Request #1 when it approved the Oct. 26 street-repaving action.
The June 28 emergency session included an amendment to the 2020–2021 budget to reflect actuals; the July 13 meeting again recorded a budget amendment and a motion approving a revision to the employee handbook. Where recorded, votes on awards and budget amendments passed by majority or unanimous roll calls as shown in the minutes.
Minutes provide award amounts and winning vendors in most cases; contract execution details, bid tabulations and procurement documents are not included in the minutes and would be handled through the city’s contract-administration process.
