All My Children Daycare seeks rezoning at 108/68 for seven‑story building with daycare and 33 units

Richard Lobell of Sheldon Lobel PC presented a ULURP application on behalf of All My Children Daycare and Nursery School to rezone a frontage at 108/68 Road from R12A to R7A. The proposal would permit a seven‑story building with approximately 38,000 square feet of floor area, about 33 residential units and roughly 11,000 square feet of community facility space to house the applicant’s daycare plus space for the Hazak youth center.

Architect Dan Russo described a 75‑foot, seven‑story massing with a sixth‑floor setback, family‑oriented unit mix (heavy on two‑bedrooms), an indoor play court and an outdoor play terrace above the second floor, and a voluntary 12‑space cellar parking level accessed by a bi‑directional ramp. Richard Lobell said eight units would be provided as permanently affordable pursuant to MIH Option 1 (approximate) and that the building would include stormwater management (blue roofs), LED lighting and a heat‑pump (VRF) heating/cooling approach to meet and exceed the city’s energy code.

Community Board 6’s conditions were limited: ask the applicant to ensure the application does not create precedent for rezonings east of 108, and to include EV charging in the parking level. The applicant said those conditions were feasible and that construction was expected to be comparatively short (applicant estimated 12–16 months) and manageable because of the building’s modest size in context.
