Zoning commission backs replacing fitness‑center cap with performance standards in commerce land use

The Zoning Commission recommended approval July 1 of a text amendment to the Unified Land Development Code that replaces an earlier percent cap on fitness‑center floor area in commerce land‑use with performance standards.

Jennifer Morton (Jay Morton Planning and Landscape Architecture) presented the privately initiated amendment on behalf of the applicant and developer. The amendment responds to prior Board direction to consider removal of the cap and to add language addressing commercial‑vehicle access and trip generation; Morton said the revised draft replaces the commercial cap with two performance standards: (1) fitness‑center pedestrian circulation cannot conflict with commercial vehicle circulation; and (2) trip generation must remain at or below what was previously approved with the development order.

Morton and community supporters said the change provides flexibility for recreational uses that serve residents while protecting circulation and traffic performance. A Kroger‑area representative and COBRA spoke in favor, describing expected community benefits from supervised recreational programming.

The commission voted to recommend approval; the amendment will be forwarded to the Board of County Commissioners for final action. Staff noted that specific site‑plan and traffic analyses will be required during subsequent development reviews to ensure trip‑generation performance standards are met.
