Boone County administration committee approves $437,856 in claims, courthouse and Logan Avenue change orders

The Boone County Administration Committee voted to approve $437,856.39 in claims and a series of construction change orders at its June/July meeting.

Committee members approved the claims motion, which included a standing note that Carl Johnson would abstain from any claims involving certain vendors; the roll call carried with a majority voting yes. "All those in favor say ‘I,’" the chair said before the roll call. The motion to approve the agenda and to adopt minutes from April 2, May 7 and June 4, 2026 also passed earlier in the meeting.

The committee approved Resolution 26-18, appointing election judges after Rodney Riley moved the resolution and Marian Thornberry seconded it. The motion carried on a voice vote.

A major portion of the meeting focused on county building projects. County staff member Becky updated the committee on progress at the courthouse and related moves: brickwork is largely complete, interior additions are advancing, the circuit clerk moved back to her office and the health department is tentatively scheduled to move in Aug. 20–21. Becky also said generator testing is scheduled for the coming week and that 2027 budget documents will go to department heads by next Thursday.

The committee approved Change Order No. 27 for the courthouse project, described by Randy Darnell, the owner’s representative for CCS Concertis. Darnell said several items on the change order have offsetting expenses and that one notable set of adjustments involves lowering the back window and modifying the ceiling and HVAC to resolve a "shade pocket" and dead space issues. He said the changes will make the room more architecturally pleasing and improve HVAC efficiency. The committee voted to approve the change order.

Members also approved Change Order No. 12 for the Logan Avenue project totaling $21,796.16, which includes a roughly $13,000 line item to replace hallway carpet in the existing building connecting to a new east addition. Alisa Patterson questioned the carpet cost, saying she had seen high-end commercial carpet advertised at about $12 per square foot online; Randy Darnell replied that the quoted price covers removal of existing carpet, glue removal and high-grade commercial installation and offered to request alternate bids or time-and-materials quotes to avoid delays. The committee approved the change order after discussion.

On landfill procurement, staff said a groundwater monitoring solicitation for Landfill No. 2 was issued as part of the city’s RFP and is due back early in the week; staff expected to bring the lowest bidder to the county board for consideration.

There was no request for executive session. Rodney Riley moved to adjourn; Josh Shoemaker seconded and the motion carried.
