Planning board conditions concept approval for United Materials ready‑mix plant at 5636 Transit Road

Representatives from Callbacks Construction and United Materials presented a proposal on July 2 to relocate a ready‑mix plant and regional office to 5636 Transit Road in the Village of Depew. Christopher Strang (Callbacks Construction) and Brian Kirschmeier (United Materials) said the site is 5.88 acres, with 0.60 acres to be disturbed, and that the proposed work includes a one‑story, 3,000‑square‑foot addition and a central mix plant with foundations already in place.

Strang said the company expects to assign roughly 25 ready‑mix trucks to the site and to treat all wash water on site through a contained wash pit and water‑treatment process. He acknowledged a historical DEC action at the prior facility under earlier management and said that issue has since been cleaned up.

Engineering advised the board that the parcel sits on a constrained four‑lane stretch of Transit Road with limited visibility and explicitly recommended a site‑specific traffic study by Nussbaumer and Clarke. Code enforcement and the chair asked for written DOT comments; the mayor had also raised traffic as a concern in earlier conversations, according to the record.

The board voted unanimously to recommend the Village Board serve as lead agency and accept the SEQR/seeker documentation for the project. The board then recommended the Village Board accept the concept plan on a 4–0 vote, with two stipulations: runoff from the property must be mitigated and the applicant must perform a traffic study and obtain state DOT comments before final approval.

Engineering asked the applicants to provide more detail on the water‑quality unit selected for the site and its maintenance schedule. The applicant said they would provide the requested operations and maintenance details and coordinate the traffic study and DOT review as conditions of moving forward.
