Neffarola Consulting presented plans on July 2 for a gas station and convenience store at two adjacent parcels on Transit Road. John Bassett described a fuel canopy with four fueling islands (two pumps each), two 15,000‑gallon underground storage tanks and an annexation/connection to the convenience store at 6300 Transit Road.
The applicant said the parcel measures about 0.94 acres and that canopy runoff will be treated with a water‑quality unit (an ADS Arcadia unit was discussed). Engineering requested more detail on that unit’s maintenance and operation schedule. The applicant said the unit is a standard oil‑water separator and that periodic inspection and extraction of sediment would be performed.
Board members and staff discussed right‑of‑way and DOT requirements for work within Transit Road. Several members said parcel combination should be a condition of approval to avoid future enforcement or tax complications when operating a gas station on separate tax parcels; the applicant indicated the owner would be amenable to combining the parcels.
The board voted to recommend the Village Board approve a special‑use permit for the gas station in the C‑2 zone and separately recommended the final site plan with stipulations that the parcels be combined and that a traffic study be completed with state DOT comments. Both recommendations passed by unanimous roll call.
The board noted that any state DOT determination or state requirement that prohibits the proposed layout would void the local approval and require the applicant to return with a revised plan.
