Richmond board approves ambulance remount, change order and addenda; one firm bids Community Crossing work

The Richmond Board of Works and Safety on July 2 approved multiple contracts and contract amendments and took a single bid under advisement for the Community Crossing program.

A fire-department representative presented Contract 76-2025 for Donley and Associates to remount the department's ambulance box onto a new 2027 E450 chassis for $189,759.50. Presenters said remounting the existing box to a new chassis is substantially less expensive than purchasing a new ambulance, and the board approved the contract by voice vote.

The board also approved change order number 21 for the Complete Streets Loop Project (INDOT designation 1702769). Matt Keler, director of public operations and engineering, described the item as a final reconciliation of materials and labor that produced a net positive adjustment of $29,292.58 to the contract; the board approved the change order by voice vote.

On other purchasing items, the board approved an addendum to the EMS billing contract with EMSMC to allow the contractor to process patient refunds for a $5 fee and remit refunds directly to patients. Staff estimated roughly five to seven refund cases per month. The board also approved an addendum to the maintenance contract for four standby generators (stations 2, 3, 4 and 5) for monitoring and inspection services not to exceed $1,880.

At the meeting’s bid opening for the Community Crossing program, city staff recorded a single bid package from Milestone Contractors, which listed eight projects and line items. City staff accepted the bid documents and took them under advisement, turning the package over to the street department for evaluation and a recommendation back to the board.

All procurement motions were moved, seconded and approved by voice vote at the meeting. The board did not announce final award decisions for the Community Crossing work at the meeting; staff will evaluate the sole bid and report back.
