Board denies Rose View Transit grievance after payroll review

The Richmond Board of Works and Safety on July 2 denied Grievance No. 1-2026 filed by a Rose View Transit employee who said they lost five guaranteed hours after a staff realignment.

The board reviewed six months of payroll records for the employee and management’s written response during a prior hearing. The chair summarized payroll findings, noting that across 26 pay periods the complainant had fewer than 40 hours in only two pay periods (38.25 and 39 hours) and had accumulated more than 60 hours of overtime during the period under review. Based on those records and management’s explanation that the posted bid sheet and reallocation of positions were timely and legitimate, the board moved to deny the grievance.

Board members said the staffing realignment — reducing three positions to two — was an operational decision within management’s discretion and cited contract provisions referenced in management’s letter (identified in the transcript as Article 8, sections B3 and B11) as part of their review. After a motion to deny the grievance and a second, the motion carried by voice vote with one member recorded as opposed.

The board’s decision is final for the meeting record; the board did not announce any remedial action or an alternative remedy during the session.
