Norwalk proclaims appreciation for Assistant Police Chief Kirk Westvold after 33 years

Mayor Tom Phillips read a proclamation July 2 recognizing Assistant Police Chief Kirk Westvold’s 33 years with the Norwalk Police Department and noting his leadership in technology, records management and community engagement initiatives. The proclamation states Westvold retired from the department on July 1, 2026.

The mayor praised Westvold’s long service and contributions to interdepartmental efforts such as cybersecurity, vehicle equipment installations, records management systems and the transition to Westcom communications. “I do hereby proclaim our deepest appreciation to Assistant Police Chief Kirk Westvold for his 33 years of exemplary service, leadership, and commitment to the City of Norwalk,” the proclamation reads.

The police chief and council members thanked Westvold at the meeting; the police chief called his service an honor and noted his steady leadership during transitions. The department announced promotions tied to the retirements: on July 9 the city will promote two sergeants to lieutenant and two officers to sergeant in a public ceremony at the Public Safety Building.

The council and staff expressed appreciation for Westvold’s community engagement initiatives, including an annual bike safety day, and residents and colleagues offered personal thanks during the meeting.

The proclamation and the announced promotions are ceremonial and personnel actions; no formal vote was required.

The council invited the public to the July 9 promotion ceremony and extended its thanks to Westvold for his service.
