Votes at a glance: Webster board approves permits, grants and personnel moves; halts RNG payments

At its July 2 meeting the Webster Town Board took multiple votes on routine and programmatic matters. Key outcomes:

- Minutes and financial approvals: The board approved workshop and meeting minutes, bills, prepaid warrants and purchase orders as submitted (motions made and seconded; roll-call approvals recorded).

- Fill permit: The board found the fill permit application at 430 Pallet Road to be an unlisted action under SEQR and approved the permit after engineering recommended approval.

- Board resignations: The board accepted the submitted resignations of Hugh Lee and David Payne from the Board of Assessment Review and encouraged applicants with some real-estate experience to apply ahead of the planned revaluation/grievance cycle.

- School resource-officer agreement: Board members noted the current year's intermunicipal agreement for two school officers had not yet been provided for review. The matter was tabled/rescheduled to July 16 to allow legal review and staff to provide the draft contract.

- Grants: The board authorized staff to apply for a Monroe County Community Climate Action Fund pilot grant requesting $10,000 with a $5,000 local match (50%). Separately, the board authorized submission of a New York State Consolidated Funding Application (CFA) Smart Growth planning grant requesting $150,000 with a 25% local match provided in-kind.

- Personnel and executive session: The board approved reclassifying one part-time Parks & Recreation laborer position to a part-time cleaner and then moved into executive session under 105(f) for human-resources discussion, inviting legal counsel, the town clerk and police chief.

Some items were more contested and are covered in separate stories: the RNG resolution to rescind payment authorization for the RNG project passed 3-2, and the board unanimously authorized an independent RF review of two proposed Verizon cell towers.

The board generally moved routine financial and permit business in a single meeting while separating higher-stakes contract and project decisions for further review and, in the case of the RNG project, immediate rescission of future payment authorization.
