Council advances Kasson Terrace rezoning on first reading after density reduction from earlier proposal

Murfreesboro City Council on July 2 advanced on first reading a rezoning request for approximately 14.61 acres along Casson Lane for a proposed single-family detached subdivision called Kasson Terrace.

Staff noted the site previously appeared before the council in 2025 as a higher-density townhouse proposal. The current plan, presented by Matt Taylor and Chelsea Russell of Lennar Homes, reduces density to 59 detached homes (about 4.04 dwelling units per acre), which staff said removes the need for a sewer allocation variance that the prior proposal required.

Taylor described the layout: typical lot sizes around 41 by 110 feet, nearly three acres of open space in the community center, public streets with two main connections to Casson Lane, detention sited near the entry and a 10-foot planting buffer where the neighborhood backs up to nearby apartments. The homes will be for-sale lots of record with an HOA responsible for open-space maintenance.

Council opened a public hearing and, hearing no public speakers, closed the hearing and considered Ordinance 2625 on first reading by roll call.

The ordinance proceeds through the city's standard legislative steps for adoption.
