Council approves series of contracts and purchases including tax-rate reading, transit subsidy and safety equipment renewals

At its July 2 meeting, the Murfreesboro City Council advanced the certified tax-rate ordinance on first reading and approved multiple contracts and operational purchases.

Tax rate: The council moved Ordinance 2622 on first reading. Staff explained the certified tax rate reflects the county's quadrennial reappraisal; the rate on the agenda drops from $0.95 to $0.75 to equalize revenue with higher assessed values countywide. Staff and council discussed the appeals process for residents who disagree with assessment values.

Transit and shelters: Transportation staff presented a regional subsidy agreement with the Regional Transportation Authority (RTA) for bus service between Murfreesboro and Nashville. Murfreesboro's FY27 share is $78,750 funded 50% federal, 40% state and 10% local; the council approved the agreement by roll call with one recorded Nay by Mr. Maxwell. The council also approved a $276,660 construction contract with Keystone Partners, LLC to install seven bus shelters; the city share is $27,666 after federal and state funding.

Public safety technology and services: The council approved a 12-month renewal of a Magnet Forensics software license used by the CID division at $134,340 and authorized purchase of 62 mobile data terminals for police vehicles at $279,999 (funded from the FY26 CIP). Council also approved a one-year extension of the city's contract with Murfreesboro Medical Clinic for employee physicals and screenings at a cost of $122,000, funded by the operating budget.

Sewer rehab and construction supplements: Council approved a task order amendment to Littlejohn Associates for construction administration on the 2025 sewer rehab project ($31,436) related to added warranty work and pump-station suction lines, and a change order adding 26 days to the contract while slightly reducing the contract amount (-$2,844) because of quantity adjustments.

Boards and permits: Council reappointed members to several boards and commissions and approved multiple beer permit applications and one special-event beer permit for the Taste of Rutherford. Staff noted two available retail liquor certificates will be advertised due to population growth.

Votes and funding: Where votes were recorded by roll call the council recorded affirmative responses for the items listed above except for the RTA subsidy vote, which was approved with one Nay. Staff identified funding sources for each purchase (operating budget, CIP or federal/state grants) during presentations.
