The Boscawen Select Board voted on several formal items at its July 1 meeting, approving grant acceptance and multiple capital-reserve transfers and taking procedural actions related to a homeowner records request and a small nonpublic reimbursement.
Grant acceptance: The board accepted an Office of Highway Safety fiscal-year 2027 grant in the amount of $6,900 and authorized the routine signing and acceptance steps. The acceptance was approved by voice vote.
Capital-reserve reimbursements: The trustees approved three transfers to reimburse prior capital spending: $45,184 from the police-cruiser capital reserve fund to reimburse McGovern MHQ Inc. invoice #2000013557; $119,450 from the public-works-building capital reserve fund to reimburse multiple invoices including a $100,000 final payment to Shaker Heights Custom Homes LLC; and $128,000 from the Fire Station Capital Reserve Fund as an initial deposit to Manusi Design LLC for fire-station work. Each transfer was moved, seconded and approved by the board.
Homeowner 91-A request and deferral: The board considered a homeowner’s request tied to a certified letter and a pending RSA 91-A records request related to paving on a class-six road. After discussion the board voted to grant the homeowner additional time and set a Sept. 1 deadline for the homeowner to review requested materials and either appear or resolve the matter.
Contract contingency and fence negotiation: Green Site Services included a contingency line for a permanent fence at the Commercial Street cleanup site estimated at $42,000 (about $50 per linear foot for ~840 linear feet). The board authorized the town administrator to negotiate terms and price with technical input from Sanborn Head and to sign on the board's behalf for the negotiated minimum-required fencing.
Nonpublic action and sealing: The board entered nonpublic session under the cited RSA provision, later returned to public session and approved a $268 reimbursement for unused summer-camp services for a withdrawn participant. The board voted to seal the nonpublic minutes associated with that reimbursement "for reputation." The meeting adjourned shortly thereafter.
