Lebanon County approves $4.99 million human-services block-grant plan and contract amendments

Colleen Ley, administrator for Lebanon County mental health, intellectual disabilities and early-intervention programs, summarized the county's human-services block-grant plan for fiscal year 2026–27 and asked the commissioners to approve the plan for signature and submission by the July 21 deadline.

"During fiscal year 2026, we received a total of $4,993,116 split between the departments," Ley said, noting the distribution: 59% for mental health, 29% for intellectual disabilities, 6% for the drug and alcohol commission and 6% for the community action partnership. She said the block grant allows intra-departmental flexibility and that the full plan document is 75 pages.

The board moved and seconded approval and granted the signatures to submit the plan. Ley also presented eight contract amendments for MHAI providers for FY 2025–26 (six early-intervention and two intellectual-disability amendments) totaling $43,599 and said those expenses would be covered through allocated funds for the fiscal year, requiring no additional county tax dollars. Commissioners voted to approve the amendments.

Commissioners asked clarifying questions about the departmental split and the timeline for submission; staff confirmed the plan would be submitted before the July 21 deadline.

The approvals were recorded by voice vote.
