Committee members shared examples of clustered campers on undeveloped lots and suggested options that range from administering permits tied to property owners to short‑term designated off‑leash areas and signage. The committee asked staff to return with draft code language that balances enforceability, liability, and property‑owner rights; staff offered to prepare recommendations and to re‑use some workforce‑housing permit mechanics where appropriate.
