Commission approves focus groups and statewide survey to shape quality standards; vote passes by voice

The commission voted to approve an engagement strategy consisting of regional focus groups and a statewide survey to inform Alabama’s expanded-learning quality standards.

Tracy (Voices) presented draft focus-group prompts and survey questions covering program goals, perceived benefits, barriers, safety, staff qualities and supports for working families. The commission discussed sampling to ensure representativeness (including rural areas), paper-survey options for parents who do not respond online and technical deployment via Qualtrics through state resources.

Dr. Strick read the three-part motion: (1) approve the engagement strategy (focus groups and statewide survey); (2) allow Voices, AYA, ACES and DHR to make minor edits based on today’s discussion; and (3) ask commission member organizations to help distribute the statewide survey. Tracy moved; Mark Dixon seconded. The chair called for a voice vote and the motion passed. A late verbal 'I' was recorded as opposed, but the motion carried by voice.

Commissioners committed to quick turnaround on edits (Tracy requested revisions by the end of the next day) and to help distribute the instrument through provider networks; Susie Harris noted some parents will require paper surveys and commissioners agreed to accommodate paper-based responses in focused outreach.

Next steps: Tracy will circulate the Google doc for edits, Marcus and staff will help finalize sampling and instrument design, and the commission will reconvene in late August to review early results and next actions.
