Athens staff outlines comprehensive-plan update and invites public input

Athens City staff announced a process to update the city's comprehensive plan, saying the existing plan looks ahead to 2040 and will be revised with public input to guide growth, housing, transportation and other city decisions.

"The Athens comprehensive plan is a policy document that city council and the mayor and administrative staff use to guide decisions for the future," the staff member said, explaining the plan's role as a 20-year guide for investment and land-use decisions.

City staff emphasized that community priorities change over time and that periodic updates help keep policies and implementation items current. The staff member said cities typically revisit comprehensive plans every several years and noted that updating every five years is common practice, though it can be a substantial undertaking.

One central piece of the update will be public engagement. "Over the next year and a half, the city will hold public open houses, neighborhood meetings, and discussions with community organizations to learn what residents see as Athens' greatest opportunities and challenges," the staff member said. The outreach is intended to solicit resident ideas on housing affordability, transportation, economic development, recreation and support for small and local businesses.

The staff member explicitly raised housing affordability as an item of concern: "I know that housing affordability has been an issue in recent years," they said, and urged the community to suggest solutions the comprehensive plan could address.

Staff said the public engagement process will continue through 2027, with meetings scheduled at varied times to encourage broad participation and with plan materials shared on social media and on a comprehensive-plan website the city is developing. The staff member said the current plan has guided many recent projects and priorities and that updating the plan will help decide how Athens should look in the years ahead.

The city did not announce specific policy changes or formal votes during the presentation; next steps are public meetings and online engagement as the city begins the drafting stages of the update.
