Council backs deescalation training for members; cautions on vendor communications

Council discussed a proposal to provide deescalation training for council members, optionally open to the public.

Staff noted local and third-party providers could deliver training; councilors suggested NAMI as one option. Amber Smith, chief civil deputy prosecuting attorney, cautioned that councilors who communicate with potential vendors should avoid CCing one another or otherwise creating serial communications that could violate the Open Public Meetings Act. Councilor Young said she would recuse herself if NAMI were selected and a payment were involved, pending disclosure of cost and potential conflict.

Outcome: council supported pursuing deescalation training, asked staff to identify costs and delivery options, and authorized the county manager to move forward if costs are reasonable.
