Council hears engineering plans and considers reallocating consensus funds for water and sewer work

Engineering and capital projects for the town's water and sewer system were discussed at the Dec. 12 meeting, and the council signaled support for investigating ordinance changes tied to utility operations.

Jason Linford of Sunrise Engineering described a concept design to address an overflow at a spring and said the firm will submit the design to the Wyoming Department of Environmental Quality (DEQ) for approval. Linford said the Safe Routes to School project and the Adams Street sewer project are slated to go out to bid in early spring. He also described a proposed project to replace water and sewer mains between Sixth, Seventh and Eighth avenues.

Director of Public Utilities Larry Lancaster summarized Utility Board deliberations (Dec. 11), including the board's approval of Ordinance 644 at the board level but its rejection of several proposed rate and fee changes for out-of-town customers. Lancaster raised the town's current 'no dig' order and asked the council to consider converting that policy into ordinance language; Town Attorney Dale Cottam said the existing town code does not specifically address the matter and the council agreed to consider drafting an ordinance.

Town Administrator Jonathan Teichert asked the council to reallocate consensus funds to pay for the water and sewer line replacement project; council members asked that the proposal be taken up in further review.
