Cabell County Commission approves budgets, grants and contracts; holds closed session on litigation

The Cabell County Commission on July 28 approved a series of routine administrative and financial items, set community event hours and held an executive session to discuss pending litigation.

Early in the meeting, Commissioners Robert L. Bailey and Nancy Cartmill moved and seconded approvals for the agenda, purchase orders and pay jackets, erroneous assessments, land consolidations, split tickets, probate documentation and several ACH and handwritten check items; each motion passed unanimously.

The commission approved Resolution #115 establishing an Emergency Absentee Voting Policy for the 2016 general election. The body also approved additional Hotel/Motel funding requests for Huntington Prep Basketball and the Cabell Midland High School cross-country championship for FY2016-2017.

The commission set Trick-or-Treat for Monday, Oct. 31, 2016, from 6:00 to 8:00 p.m. and approved FY2015 Community Participation Grant contracts for the Tri-State Literacy Council and the Ona Athletic Association. Commissioners approved a revised legal-services contract with Flynn, Max, Miller & Miller, L.C., related to the Hazard Mitigation Grant Program acquisition grant and authorized advertisements for two county properties to be auctioned.

Financial housekeeping included approval of State Budget Revision #1 and County Budget Revision #2 and acceptance of letters from County Clerk Karen Cole concerning recording fees and FY2015-2016 carryover. The Commission approved hiring Dwight E. Edwards as a per diem paramedic effective July 29, 2016, at $19.9115 per hour.

At 10:30 a.m. the commission entered an executive session to discuss litigation; members returned at 11:45 a.m. with no action taken and resumed regular session. The commission approved placing the June 14, 2016 Salt Rock Water Public Service District minutes on record and President Anne Yon adjourned the meeting at 12:12 p.m.
