Commissioners update Uniform Guidance procurement policy; approve auditor engagement for Medicaid eligibility review

Martin County Commissioners on Aug. 8 approved updates to the county’s Uniform Guidance Procurement Policy so it aligns with OMB Memorandum M‑18‑18, which increased federal micro‑purchase and simplified acquisition thresholds and altered documentation requirements for federally funded procurements.

County Manager David Bone and Finance Director Cindy Ange told the board the policy change was necessary for compliance with the Uniform Guidance (2 C.F.R. Part 200) and to permit the county to apply the increased thresholds where allowed by federal guidance. The updated policy revises procedures for micro‑purchases, small purchases and competitive procurements and emphasizes documentation, contractor oversight and M/WBE outreach.

Separately, the board approved an engagement letter with Carr, Riggs & Ingram for agreed‑upon procedures required by the State Auditor to verify medical assistance (Medicaid) eligibility for the fiscal year ending June 30, 2018. County auditors estimated the engagement at about $5,000 and said they would notify the county if costs exceed that estimate. Finance Director Ange noted the county faces multiple audits and that the process is becoming more costly and complex for local governments.

Both items were approved unanimously.
