Member raises elder‑housing idea, accessibility concerns for Pines walkway

At the end of the meeting, a committee member raised two items: persistent complaints from older residents about an unsecured segment of the Pines walkway and a request to explore development of affordable elder housing.

"I've been getting a lot of complaints from people—elders walking from the parking lot down to Pines—the first part of the walkway feels insecure to them," the member said, urging the committee to consider adding handrails. Committee members noted that the slope does not currently trigger an ADA requirement for handrails but encouraged the member to request a highway‑department work order so staff can assess and, if appropriate, schedule repairs.

On elder housing, the member said she wants to start by gathering information and pursuing design and planning options. Members warned that Community Preservation Act (CPA) rules limit the committee's ability to age‑restrict housing; they said CPA funds can support design and planning work or income restrictions but cannot on their own legally guarantee an age‑restricted facility. Staff (Rebecca, referenced) and other members were identified as logical points of contact to explore land options and funding pathways, including future housing‑trust mechanisms or inclusionary zoning programs.

Committee members encouraged the member to pursue scoping and to coordinate with staff on suitable sites and funding options before bringing a formal proposal.
