Police chief outlines sergeant promotional process options, requests timing alignment for ads

The police chief told the Moraine City Council that the department has one sergeant vacancy now and expects a second vacancy in September, and requested approval to proceed with a promotional process.

The chief said the department needs at least two qualified internal candidates to run the process internally; if fewer than two internal applicants qualify, the council will revisit options at a subsequent meeting. He asked that the sergeant advertisement run on the same July 6–27 schedule used for other recruitment items.

During the discussion the chief described an alternative assessment-center vendor that is law-enforcement based and run by police chiefs in Ohio; he said the alternative could be "substantially quicker and cheaper" than the Ohio Association of Chiefs of Police (OACP) approach the department has used before. The chief noted fee structures were included in the packet and said the department compared value for funds.

Council members agreed no formal change to the promotion process was required immediately; they asked staff to monitor applicant counts and bring a recommendation back if the number of qualified candidates is insufficient to proceed.

Next steps: staff will post the sergeant promotional notice on the corrected posting window and report applicant counts and any vendor recommendation at the next meeting.
