At its June 30 meeting the Rockwall Planning and Zoning Commission recorded a series of formal actions on site plans and variances.
Consent agenda: The commission approved the consent agenda (administrative items and minutes) by voice vote, 7–0.
SP2026‑019 (Group 1/ Rockwall Dodge): After staff (Henry) described required variances for two rear‑lot metal buildings and noted a 20‑foot fire‑code separation requirement, applicant Jeff Hicks said the owner purchased the property with the buildings and proposed landscaping improvements along IH‑30 as compensatory measures. Commissioner Brock moved to approve the amended site plan; the commission approved the application (motion passed; staff recorded the tally as 6–1 with one dissent noted during roll call).
SP2026‑022 (Tudor Chocolates): The commission granted an exception to the mechanical‑equipment screening requirement for a ground‑mounted chiller approximately 400 feet from Springer Road after the applicant, Matthew Peterson, clarified the chiller will be screened by a masonry wing wall, rod‑iron fencing elsewhere and existing landscaping. The vote was 7–0.
SP2026‑023 (Downtown office building): The commission approved an amended site plan for a small downtown office building presented by Jonathan McClintock after ARB recommended minor design adjustments; the motion passed unanimously, 7–0.
MIS2026‑011 (1714 Jim Drive, artificial turf): Homeowner Thomas Saysville requested an exception to allow ~1,068 square feet of PFAS‑free artificial turf in a rear yard visible from public open space and John King Boulevard (the code permits 400 sq ft by right). Applicants cited drainage, pet hygiene and water conservation as reasons. The motion to approve received a 4–3 vote on the floor but failed to meet the code’s required supermajority (five votes) for the discretionary exception; staff confirmed the motion failed.
Other items: Multiple rezones, specific‑use permits and site plans were discussed and will return to the commission for additional action or on subsequent agendas.
