Shelby council approves contractor payments, orders lagoon survey and hears resident complaint about a water shutoff

The Shelby City Council on Oct. 1 approved routine consent items, authorized a contracted sonar survey of the wastewater lagoons and approved two contractor payments and a change order during a meeting that also included a resident complaint during the public forum.

During public comment, resident Jordan Lesch said a city water shutoff broke while his water was being turned off and that the resulting leakage should not be charged to him. Council member Pat Honeywell responded that Lesch should not have to pay and that the city should take care of the shutoff; the minutes do not record a subsequent motion or formal reimbursement vote.

On routine business the council approved the agenda and the consent agenda (minutes for Sept. 3 and Sept. 17; the treasurer’s report; and bills) on motions recorded in the minutes by roll call as "all ayes." The council approved a Sonar Boat Survey from Team Lab to determine sludge levels in the city’s wastewater lagoons and to provide written recommendations; that motion was moved by Jackie Hursey and seconded by Karen Schlueter.

The council approved Request #2 for TK Concrete in the amount of $159,253.39 on a motion by Pat Honeywell, seconded by Todd Frank, with the minutes recording a unanimous roll-call vote. The council also approved an $8,500 change order for Schraeder Electric for a directional bore tied to electrical work; the motion was made by Pat Honeywell and seconded by Karen Schlueter and passed on a roll-call vote recorded as all ayes.
