Commission approves Heron Bay Village preliminary plat for 54 cottage‑style lots

The Spalding County Planning and Appeals Commission approved the preliminary plat for Heron Bay Village Phase 3, a 54‑lot cottage‑style residential development submitted under village zoning.

Applicant representative Chad Jacobs said the current plan reflects changes previously approved by the commission: elimination of about six office/flex buildings in favor of 54 single‑family lots, retention of three commercial outparcels, donation of one parcel to the local fire department, and donation of approximately six acres for a public park. Jacobs told the commission the developer worked with staff to address prior comments and that the current submittal incorporates those revisions.

Commissioners asked whether units would be rentals; Jacobs said the development is targeted to be fee‑simple single‑family with a 20% rental cap if units are rented. A motion to approve the preliminary plat, with the applicant’s revisions and staff comments addressed, carried on a voice vote with no opposition.

The approval advances the subdivision to subsequent platting steps; staff and the applicant will continue to refine construction drawings and conditions required before final platting.
