Christian County commissioners appoint Coleman Parsley to library board; Echo Snider assigned to Nixa seat

Christian County Commissioners voted 3–0 to appoint Coleman Parsley to the library board’s current open seat and to designate Echo Snider for the Nixa zone, the commission said during a brief special meeting.

Presiding Commissioner Lyn Morris, who opened the meeting, said the commission convened to clear up confusion after a trustee who had been expected to be absent said she could attend the postponed board meeting. "We want the library to succeed," Morris said as commissioners discussed the options and agreed to formalize the appointments.

The action followed discussion about how the county and the library board handle geographic zones. Commissioners said a recent vacancy in the Spokane zone (after Echo Snider resigned and moved) and an unusual shortfall of applicants from that area prompted decisions about which candidates would represent which zones. A commissioner noted that the statute governing library appointments "does not specify" geographic zones, and commissioners said they have generally tried to preserve geographic representation while reserving discretion if no qualified local applicants apply.

Western Commissioner Johnny Williams, who described consulting the county attorney, said the legal question was whether the commission can declare which appointee is "in" before an outgoing member’s term expires. "We don't have the legal authority ... to say which one is in now and then which one is in after Mary leaves," he said, explaining why commissioners sought a clear formal motion.

After that exchange, a commissioner moved "to approve Coleman Parsley to the current open position and Echo Snider will then be in your Nixa zone beginning July 1st." The motion was seconded, commissioners voiced assent, and the measure passed 3–0.

Commissioners clarified timing: the outgoing trustee’s term runs through June 30 and new appointments formally begin July 1; the commission’s motion designates Echo Snider’s Nixa assignment effective on the July 1 start date. The meeting record reflects commissioners relied on the meeting video and their prior discussion; they agreed that restating the agreement in a formal motion would remove ambiguity.

The commission closed the short meeting with praise for the county library system and thanks to board members. With no further business, the commission adjourned.
