County controller previews contracts for reporting software, purchasing cards and on‑call vendor lists

Scott Park, Davis County controller, used the June 30 work session to preview several procurement items expected before the commission in coming weeks: a financial reporting software, a Wells Fargo purchasing‑card contract and a set of on‑call vendor lists for civil engineering, architecture and (later) construction contractors.

Park said the financial reporting tool will replace a manual process of updating Word and Excel documents and will reduce preparation time while improving consistency. "Most of the industry years and years ago has moved away to financial reporting tools where you just upload your financial statements ... It's super fast. It's super efficient in how we do that and it improves our quality," Park said.

On the purchasing card, Park said staff had chosen Wells Fargo after comparing vendors and that the product would reduce administrative steps such as scanning receipts; he said rebates scale with county spending. "They paid us $18,000 a year to use their software" was Park's characterization of the fiscal impact for one of the vendor options under discussion, and staff said attorneys were finishing contract terms. Park also described plans to publish on‑call vendor lists after an RFP process so departments can request task orders under standing contracts for smaller projects, while still running specific RFPs for larger, new builds.

Commissioners generally reacted favorably and asked staff to check competitiveness and coordination with other county units. The items were presented for discussion; staff said contracts will be brought to the commission for formal consideration in upcoming meetings.
