PEX committee approves series of routine contracts, grants and transfers; several items held for audit or deferred

At the special call meeting, the PEX committee considered a number of routine procurement, contract and grant items and voted as follows:

- Minutes (agenda item 2026-0992): motion to approve minutes, carried by voice vote.
- Agenda item 2026-0948 (Consolidated Plan update): committee recommended approval for HUD submission (see separate coverage).
- Agenda item 2026-1023 (declare 13 county-owned parcels surplus and transfer to DeKalb Regional Land Bank Authority): approved by voice vote.
- Agenda item 2026-0800 (Keridge Park sports lighting, Musco Lighting; change order): approved by voice vote.
- Agenda item 2026-0856 (Fraser Road Park playground replacement; Landscape Structures Inc., cooperative contract): approved by voice vote.
- Agenda item 2026-0900 (recreation management software; Civic Plus LLC): approved by voice vote (presentation indicated phased rollout; transcript amount in packet appeared garbled—see clarifying note).
- Agenda item 2026-0901 (EcoDen donation for restoration training): accepted by voice vote.
- Agenda item 2026-1012 (How Big Is Your Dream Foundation programming agreement, $135,000): approved by voice vote.
- Agenda item 2026-1015 (WorkSource one-stop operator term extension): approved by voice vote to maintain continuity.
- Agenda item 2026-0802 (Esri GIS enterprise license renewal, $3,900,000 shown on slides): held pending completion of audit review.
- Agenda items 2026-1043 and 2026-1044 (housing investment bond initial tranche and implementing programs): committee recommended them to the Board of Commissioners for final action.
- Agenda item 2026-0550 (ordinance on drifting/unauthorized camping): deferred for solicitor and enforcement review; no vote on the ordinance at committee.
- Pool and court work (0864, 0843): change orders to extend/complete pool renovations and to renovate tennis courts were approved.
