Council accepts $1 million HUD award to renovate Lincoln Library youth services

The Committee of the Whole voted to accept a community project funding grant from the Department of Housing and Urban Development and authorize a supplemental appropriation of up to $1 million for Lincoln Library (ordinance 2026-311).

A library director, speaking to the council, described plans to "totally renovate our youth services department," adding dedicated programming spaces for teens, reading nooks, new workspaces for youth-services librarians, and a security office. "They're going to get a lot of good spaces... It's going to be a destination place," the director said during her remarks.

Alderwoman Connley asked for a brief explanation of the project and was told the renovation will preserve public access to the library while the youth services department will close temporarily for construction; staff said alternate programming (for example, storytimes) will continue while work proceeds.

Why it matters: Sponsors and staff said the grant will help create safe, dedicated spaces for children and teens and allow the library to expand youth programming. The appropriation is subject to the standard intergovernmental agreement with HUD and to the city's contracting and procurement rules.

The item was moved on consent after brief questions about scope and public access during construction. Staff will finalize contracts in accordance with city procurement rules and HUD requirements.
