Supervisors approve routine fiscal measures and receive road and drainage updates

The Winnebago County Board of Supervisors approved a series of routine fiscal measures, heard an update from Secondary Roads, and discussed drainage and posting‑of‑notice logistics.

The Auditor (Carla) explained end‑of‑year transfers from LOST and solid‑waste funds and told the board the final interest figure would be added once provided by the bank; the board voted to approve the auditor’s transfers. The board also approved an appropriations amendment for conservation and roadside management, adopted fiscal‑year 2027 resolutions and approved county claims and payroll as presented.

Scott Winders, the County engineer, and Ethan (Secondary Roads) reported ongoing road work: shouldering and paving are progressing, the Wnebago Road project was postponed to late July, and a survey of Norman needs clarification for a northern triangle area. On dust control for unpaved roads, staff compared a chloride treatment combined with a dust‑control product to a costlier alternative; engineers said chloride treatment should retain fine material in the roadbed and may last longer than a single season.

In monitoring/drainage matters, staff and supervisors planned a field inspection (potentially by drone or canoe) to identify tree blockages that may be affecting flows near a bridge on Highway 9 and discussed access points for the site visit.

The board also approved a resolution designating the place of notice for county meetings and discussed acquiring an exterior electronic monitor so the public can view posted agendas; staff (Brody) will manage posting per the new state requirement.
