Brunswick committee reviews landfill closure liabilities, recommends folding processing facility into General Fund

Town Manager and Finance Director Julia Henze briefed the Finance Committee on proprietary funds at the April 30 meeting, highlighting closure liabilities at the Graham Road Landfill and operational shortfalls at the municipal processing facility.

On the Graham Road Landfill, Manager Henze reviewed closure costs and post-closure liabilities, including required long-term monitoring. She said the State reimbursed the Town for initial closure costs and that additional liabilities are anticipated in future years to decommission existing lagoons and install a new stormwater containment system; Henze said she would contact the Town’s current consultant to obtain updated cost estimates for the anticipated remediation work.

Manager Henze reported the processing facility is currently open three days per week and staffed by a designated part-time employee. She said the facility’s expanded services have not generated enough revenue to sustain operations and recommended that the Town incorporate the processing facility into the General Fund during the next budget cycle so operations would be supported from general revenues rather than an underperforming enterprise fund.

The committee tabled discussion of the Pay-Per-Bag Program, Mere Point Wastewater Systems, and the Train Station/Visitor Center until the next meeting. No formal votes on proprietary-fund reorganizations or appropriations were taken during this session; Manager Henze will follow up with the consultant on landfill cost estimates and the committee will revisit the tabled items at a future meeting.
